Scope: 

The Process Environmental Engineer will be responsible for designing, implementing, and optimizing processes that improve environmental performance, focusing on air quality, sustainability, and regulatory compliance. This role will ensure adherence to critical environmental regulations including DPCC (Discharge Prevention, Containment, and Cleanup)RCRA (Resource Conservation and Recovery Act), air permits, environmental justice initiatives in New Jersey (NJ), and compliance with the New Jersey Department of Environmental Protection (NJDEP) regulations and the Toxic Catastrophe Prevention Act (TCPA). The engineer will collaborate with cross-functional teams to integrate these considerations into daily operations.

ESSENTIAL DUTIES, RESPONSIBILITIES AND ACCOUNTABILITIES:

  1. Air Quality & Permit Management:
    • Ensure compliance with air quality regulations and air permit requirements set by NJDEP and other regulatory bodies.
    • Manage the application, renewal, and reporting for air permits, ensuring compliance with New Jersey’s air quality standards.
    • Monitor and report emissions, ensuring compliance with all air permit conditions.
  2. Environmental Justice and Community Engagement:
    • Integrate environmental justice considerations, particularly focusing on communities in New Jersey that may be disproportionately impacted by industrial operations.
    • Engage with local stakeholders to ensure environmentally sustainable practices that promote fair distribution of environmental benefits and burdens.
    • Develop programs that prioritize vulnerable communities in accordance with environmental justice frameworks.
  3. Compliance with NJDEP and Environmental Regulations:
    • Ensure all processes comply with NJDEP regulations, including reporting and submitting necessary environmental compliance documentation.
    • Monitor for changes in NJDEP regulations, ensuring timely updates to processes and permits as needed.
    • Prepare comprehensive compliance reports for NJDEP, including air, water, and waste management aspects.
  4. Toxic Catastrophe Prevention Act (TCPA) Compliance:
    • Ensure compliance with the Toxic Catastrophe Prevention Act (TCPA) by developing and maintaining appropriate risk management plans.
    • Assess chemicals and processes covered under the TCPA and implement appropriate safety, risk assessments, and emergency plans to protect human health and the environment.
  5. Discharge Prevention, Containment, and Cleanup (DPCC):
    • Develop and implement procedures in compliance with DPCC regulations for the prevention, containment, and cleanup of discharges of oil or hazardous substances.
    • Monitor facility operations to identify potential discharge risks and ensure that containment measures are in place.
    • Coordinate cleanup efforts and maintain response readiness to prevent environmental damage in case of accidental discharges.
  6. Resource Conservation and Recovery Act (RCRA) Compliance:
    • Ensure compliance with RCRA regulations related to the management, treatment, and disposal of hazardous waste.
    • Implement programs for waste minimization, recycling, and proper disposal of hazardous materials, in line with federal and state regulations.
    • Conduct inspections and audits to ensure hazardous waste storage, labeling, and disposal procedures meet RCRA standards.
    • Maintain up-to-date records and reports for RCRA compliance, ensuring proper documentation of waste tracking and management.
  7. Waste Management & Pollution Prevention:
    • Develop and implement waste reduction and recycling strategies in compliance with local, state, and federal environmental regulations.
    • Introduce pollution prevention initiatives to reduce harmful emissions, wastewater discharge, and solid waste generation.
  8. Environmental Impact Assessment:
    • Conduct environmental impact assessments (EIAs) for new projects, product changes, and process modifications.
    • Analyze potential impacts on air, water, soil, and local communities, ensuring that environmental justice factors are considered.
  9. Collaboration & Reporting:
    • Work with other engineering teams (e.g., process, mechanical, chemical) to ensure environmental regulations are integrated into all aspects of process design and operation.
    • Communicate regulatory compliance status, environmental performance, and key findings to management and external stakeholders.
  10. Research & Innovation:
    • Stay up-to-date on new environmental technologies, pollution control systems, and regulatory changes, including those affecting air quality and hazardous waste management.
    • Propose and implement innovative solutions to enhance environmental sustainability and reduce the environmental footprint of processes.

SUPERVISION:

The incumbent directly manages an Environmental Engineer and is responsible for staffing, training and performance management therein.
